CM Kissan Card Scheme

Overview

The "CM Punjab Kissan Card" initiative, launched by the Punjab Agriculture Department in collaboration with the Punjab Information Technology Board (PITB), is a comprehensive digital ecosystem that brings various departments such as PLRA, PMD, NADRA, and BOP together under a single framework. This initiative introduces the CM Punjab Kissan Card, a government-issued tool that offers farmers interest-free loans ranging from sowing to harvesting, simplifying access to essential agricultural inputs like fertilizers and seeds through authorized vendors. Each card, valid for six months, permits farmers to obtain up to Rs. 1.5 lac per season, capped at Rs. 30,000 per acre, with the scheme catering to landholders owning between 1 to 12.5 acres. The project, estimated to cost about Rs. 9.5 billion per season, aims to enhance crop yield and productivity while promoting financial inclusion through free SMS notifications about transactions. A one-month grace period is provided after the six months for debt repayment or fund returns, ensuring flexibility for the farmers.

Eligibility Criteria

  • All farmers, with land holding upto 12.5 acres will be eligible.
  • Farmer have to mobile SIM registered against his own CNIC (PMD Verified).
  • Famers who own land and whose land record is available in PLRA will be entitled for loan.

Major Components

  • Farmer’s registration for the scheme will be carried out online.
  • Farmer will be verified digitally through creation of an interface between farmers’ registration database (by PITB) and PLRA record.
  • Upon registration and verification of land, verification from NADRA, PMD, eECIB, farmer will be issued a Chief Minister Kissan Card by Bank of Punjab.
  • Initially loan facility will be provided to 500,000 famers on first come first serve basis.
  • Maximum loan per farmer per season will be Rs. 150,000 for 5 Acres (@PKR 30,000/acre).
  • Loan amount can only be used for purchase of agriculture inputs (Fertilizer, Seed etc).
